العَامُّ هُوَ اللَّفْظُ الذِي يَشْمَلُ جميع الأفراد التي تَدْخُلُ تَحْتَ مَعْنَاهُ، كقولنا: الـمُسلِمُونَ فإنَّها تَدُلُّ على كُلِّ رَجُلٍ مُسْلِمٍ، فَيَخْرُجُ ما لا يشمل إلا فردًا واحدًا، كالعَلَمِ مِثْلُ: مُحَمَّدٍ وَعُمَرُ، وَأَنْ يَكونَ بِلَا حَصْرٍ، فَتَخْرُجُ أَسْمَاءُ العَدَدِ، مِثْلُ: أَلْفٍ، وَمِائَةٍ، وَغَيْرِهَا، فَإِنَّهَا تَشْمَلُ أَفْرادًا مَحُصُورِينَ، وَلِلْعَامِّ صِيَغٌ عَدِيدَةٍ مِنْهَا: لَفْظُ (كُلٍّ) وَ (أَلْ) الَّتي لِلاسْتِغْراقِ الدَّاخلة على الجمعِ واسمه الجنسِ، وَالنَّكِرَةُ فِي سِياقِ النَّفْيِ، وَالأَسْمَاءُ المَوْصُولَةُ مِثْلُ: (الذِي) وَ(التِّي)، وَأسْمَاءُ الشَّرْطِ، وَغَيْرِهَا. وَيَنْقَسِمُ العَامُّ إِلَى ثَلاَثَةِ أَقْسَامٍ: الأَوَّلُ: العَامُّ الذِي لَا يَدْخُلُهُ التَّخْصِيصُ، وَهُوَ العَامُّ الذِي لاَ يُمْكِنُ تَخْصِيصُهُ، وَهَذَا النَّوْعُ قَلِيلٌ جِدًّا؛ إِذْ الأَصْلُ فِي العُمومِ أَنْ يَقْبَلَ التَّخْصِيصَ. الثَّانِي: العَامُّ الذِي يَدْخُلُهُ التَّخْصِيصُ، وَهُوَ الذِي يُمْكِنُ تَخْصِيصُهُ، وَهُوَ أَشْهَرُ أَنْوَاعِ العُمومِ، وينقسمُ إلى العامِّ المحفوظِ، وهو ما لم يُخَصَّصْ، والعامُّ المَخْصُوصُ، وهو ما دَخَلَهُ التَّخصيصُ بالفعلِ. الثَّالِثُ: العَامُّ المُرَادُ بِهِ الخُصُوصُ، وَهُوَ مَا دَلَّ لَفْظُهُ عَلَى العُمومِ وَدَلَّتْ القَرِينَةُ عَلَى الخُصوصِ.
English "‘Āmm" (general) is the term that indicates all the individuals that are subsumed under it. For example, the term ''Muslims'' indicates every Muslim individual. On the contrary, proper nouns, which indicate one single individual such as Muhammad, `Umar, etc., are not "`aamm". Likewise, terms that indicate a number are not "`aamm", such as a thousand, a hundred, etc., as they include a limited number of individuals. There are several designations for "`aamm" terms, including ''every''; the definite article ''the'', which implies comprehensiveness of the plural, which is called "al-aljins" (al of genus); an indefinite noun in a negative context; relative pronouns such as ''who''; conditionals; etc. "`Aamm" has three categories: 1. The "`aamm" term that is not subject to specification. This is rare because, by default, the "`aamm" is subject to specification. 2. The "`aamm" term that is subject to specification. This is the most common type of a "`aamm" term. It is of two types: "‘ām mahfoozh" which is not specified, and "‘ām makhsoos" which is specified. 3. The "`aamm" term which is meant to indicate something specific. Here, the term itself indicates something "`aamm", but the context indicates something specific.
Français Le général est une expression (un terme) qui englobe l’ensemble des individus qui entre sous sa signification. Comme notre parole : les musulmans. Cela indique chaque personne musulmane sans en excepter une seule. Comme le nom propre, par exemple : Mohammed, ‘Umar, etc. Cela est sans restriction. Ainsi, les noms de nombre comme : 1000, 100, etc. en sont exempts car ils contiennent un nombre d’individus (limités et) restreints. Le mot : « général » possède plusieurs formulations, notamment : Chaque, tout (« Kull »), l’article défini (« Al ») pour englober, l’indéfini dans un contexte de négation, les pronoms relatifs (« Al-Ladhî », « Al-Lattî », etc.), les noms de condition, ainsi que d’autres. Le général se divise en trois types : 1- Le général qui n’accepte aucune particularité. C’est le général qu’il n’est pas possible de spécifier. Ce type est très rare étant donné qu’à la base la généralité accepte la particularité. 2- Le général qui accepte la particularité. C’est le général qu'il est possible de spécifier. Ce type de généralité est le plus connu. 3- Le général dont le sens voulu est ce qui est particulier. C’est celui dont l’expression indique une généralité mais dont le contexte indique ce qui est particulier.
الشَّامِلُ وَالمُحِيطُ، وَضِدُّهُ: الخَاصُّ، وَأَصْلُ العُمُومِ: تَمَامُ الشَّيْءِ وَكَمَالُهُ، وَمِنْ مَعَانِي العَامِّ فِي اللُّغَةِ أَيْضًا: الجَامِعُ والكَثِيرُ والمُسْتَوْعِبُ والكُلِّي.
English ''‘Āmm'': comprehensive, all-encompassing. Opposite: "khaass" (specific). Original meaning: completeness, perfection. Other meanings: generic, multiple, all-inclusive, collective.

يَرِدُ مُصْطَلَحُ (العَامِّ) فِي مَوَاضِعَ أُخْرَى مِنْ أُصُولِ الفِقْهِ كَبَابِ الاسْتِصْحَابِ، وَبَابِ دَليلِ السُنَّةِ عِنْدَ بَيَانِ أَنْواعِ الإِجَازَةِ، وَبَابِ القِيَاسِ، وَغَيْرِهِ. وَيُطْلَقُ أَيْضًا فِي مَواضِعَ عَدِيدَةٍ مِنْ عِلْمِ الفِقْهِ، وَفِي عُلُومِ القُرْآنِ حَيْثُ يُعْتَبَرُ عِلْمًا خَاصًّا مِنْ عُلُومِهِ.
الشَّامِلُ وَالمُحِيطُ، تَقُول: عَمَّ المَطَرُ الأَرْضَ يَعُمُّ عُمُومًا أَيْ شَمِلَهَا وَأَحَاطَ بِهَا، وَضِدُّ العَامِّ: الخَاصُّ، وَالعامَّةُ ضِدُّ الخَاصَّةِ، وَأَصْلُ العُمُومِ: تَمَامُ الشَّيْءِ وَكَمَالُهُ، يُقَالُ: عَمَّ النَّبَاتُ يَعُمُّ عُمُومًا أَيْ تَمَّ وَكَمُلَ، وَامْرَأَةٌ عَمِيمَةٌ: تَامَّةُ الخِلْقَةِ، وَيَأْتِي العُمُومُ بِمَعْنَى: الاجْتِمَاعُ، وَالعَامُّ: الجَامِعُ، وَالعَمَائِمُ: الْجَمَاعَاتُ، وَاحِدُهَا عَمٌّ، وَمِنْ مَعَانِي العَامِّ فِي اللُّغَةِ أَيْضًا: الكَثِيرُ والمُسْتَوْعِبُ والكُلِّي.
